Niagara Falls Mayor Robert Restaino extended his state of emergency on Wednesday, marking the third five-day extension he’s authorized.Emergency crews responded to a hazardous materials incident Wednesday night at a Lockport manufacturing plant after a loud boom and white cloud were reported. The incident happened just after 8:30 p.m. at Milward Alloys Inc. on Mill Street.
